It's an extensions conflict with Norton Antivirus. Startup while holding the Shift key to disable extensions, then go to the Extensions folder inside of the System Folder and take out the Norton extension(s). Alternatively, if you wish to continue having NAV installed, you could open the Extensions Manager and reorder the extensions, since loading order can cause conflicts. There's basically no reason to have it, however.

You shouldn't be getting the error if extensions are not being loaded due to the shift key being held. Doesn't it say extensions off? You have to hold down shift for a while during startup.

Then the next step would probably be to get an OS 9 CD to either perform maintenance on the existing System Folder or to do a clean install of the OS.
