You can reclaim some space be running 'Delocalizer' from
http://www.bombich.com/software/local.html which allows you to remove foreign language 'stuff' though I don't know if it works with Tiger - anyone know out there?...
Also if you are careful you can remove the unused printer drivers from ~/Library/Printers - though you may wish to keep them if you are considering a new printer in the near future and have no idea what you are likely to buy.
As for OS 9.2.2 - I would say keep it unless you are absolutely sure you have no intention of running any classic apps again.
You can delete old apps you no longer use or any OS9 apps which you have OSX equivalents for e.g. IE, Outlook etc from the OS9 apps folder.
