Can I allow a non-admin user to add an application?

I would like to give permission to a non-admin user to add appications to the applications folder, but not to do other non-admin activities. Is there some way to set this up?

Also, what are the defaul ownership and group settings for the major folders on the startup volume? I've searched Apple forums without luck
