Whe I try to erase a disc in my CD/RW drive using Toast Lite, I get the message: "the drive is busy or reserved for another application". What does this mean and how I do I fix it?

Likely that the version of Toast you're using is not compatible with your OS version or CD-RW drive.

I have used this in the past and it worked. I am using Toast 6 Lite in a Mac Mini with Tiger OS.

Quit other applications, especially those that are able to use the drive (like iTunes.)
