it says that the specifications are likley to change without notice!

It does NOT say the specifications are likely to change without notice. It says, like ALL manufacturers' specification statements, that they are free to change those specifications as they please. Further, unlike some companies, they are actually exceeding their published specs from time to time. All very much in order and not a problem-unless you're playing "Mac Mini roulette" and hoping to hit the jackpot with a fantastically outfitted Mini for the price of a merely good one.
