Why the hell would you want that in a Mac? They're not G5s, they're specialized PowerPC chips. And the combined power of the three cores is not impressive compared to the G5.

The Xbox triple-core might not be suitable for a desktop (and might not even run OS X without some changes), but it does show how modular and flexible the PowerPC is and how fast a PPC core can run even now. Even the Mars rovers are running customized PPC processors.
If PowerMacs stay on PPC for a few more years, maybe we'll yet see some kind of 3.5 GHZ triple-core processor. The Xbox chip seems to be most of the way there, just slap on an Altivec unit.

If these Xenon chips are anything like Cell, even slapping VMX on the side won't make them suitable for desktop use. They're designed for game consoles (highly threaded, no out of order exeuction, etc), not general purpose computers.

The XCPU does have an extended VMX unit. They have even added a few more operations.

Can anyone explain why Apple can't get 3.2GHz 970s?

Because, despite being PowerPC, the design of this processor and the 970 are completely unrelated. The speeds one of them can reach make no indications of what the other can reach.
