My computer is currently sitting at 1GB worth of memory. It says that the memory limit is 1.5GB. I would like to put 512MB more in it but TECHNICALLY speaking that would put me over by 12MB. Is it that exact and I will have to settle for 256MB more? Or can I use the full 512MB? Thanks.

You currently have 1024MB and 1.5GB is 1536MB, so adding 512MB will be fine.

So running three sticks of 512 (the two that are already in there and the one that I will be purchasing) will work fine? Will I notice a difference after doing this? I know that more RAM always helps, but will I really see any difference? Thanks!

Yes, 3x512MB will work.
Will you notice it? Maybe. If you're currently having to swap with your normal workload, and the extra 512MB need eliminates that need, then you'll notice a huge difference. If you aren't swapping now with your normal workload, or if adding the 512MB will still leave you short on RAM and needing to swap, then you won't see much of a difference.

1024MB = 1GB.

3 sticks of 512MB memory would work fine for you.
