Bad disk controller?

Hey all. I recently got a new (WD 250GB 2500JD) hard disk to add to my DP 2.7, and could not get the disk partitioned when connected in the lower drive bay. If I remove the original drive and install the new one in the top bay, I can partition it with the install DVD.

Moving it back to the lower bay once partitioned makes it inaccessible again; Disk Utility can see the volume on the drive but the name is garbled.

Do I have a bad disk controller? Maybe a bad cable? Other thoughts?

The machine passes the quick and extended hardware tests; not sure if Mass Storage checks both drives though (I'm assuming not).
