Hi, I need some info on the G5 Quad.
I purchased and installed four 1GB PQI Turbo PC4200 DDR2 533 CL3 Ram and upon booting the computer for the first time, the G5 went to the Setup and when I got to the User info transfer the G5 froze up.
I tried several times to reboot and got the same results so finally I reinstalled the stock pair of 256 ram and there was no problem. I also checked the System Profiler W/PQI ram installed when the G5 was booted off of the System Restore Disc and it verified that the 4 ram slots were filled and it checked out OK.

My question is, does the G5 Quad specify that the memory voltage needs to be 1.8v or, 2.0v?

The only difference to stock ram is 256mb PC4200 DDR2 533 CL4 1.8v compared to the
1GB PQI Turbo PC4200 DDR2 533 CL3 2.0v

DDR2-533 is usually nominally specified at 1.8V. Sometimes manufacturers (or end users) use higher voltages to push memory or CPUs to higher speeds (I see that DDR2-800 and DDR2-1000 run at 2.2V). I'm not going to say that PQI is "overclocking" their chips, but PQI does not have a repuation for stability in my book.

So let me get this straight the specs for this 1GB PQI Turbo PC4200 DDR2 533 CL3 ram was tested at 2.0v so, does this mean that the ram should work fine at 1.8v from the G5 ram slot and also does the ram slot supply 1.8v or, does the ram expect to see 2.0v or try to pull 2.0v from the ram slot in order to function normally.

Since it's not working, I would guess that it needs 2.0V and your Mac can only provide 1.8V or there is some other mismatch between that RAM and your Mac.
