If you're strapped for cash you can always use slower RAM (PC2-3200 or PC2-4200).

Don't EVER do that! The Mini requires PC2-5300 or DDR2-667 memory because it runs at 667 MHz. If you end up getting slower memory you'll end up having memory specified to run at, say 533 MHz eventually running at 667 MHz. It might work, sure... but in most cases it will not.
Therefore don't ever do that. If the FSB is 667 then 667 the memory must have. It can always be faster (667 works fine in 533 boards) but never the other way around!

Mobile Intel 945GM Express Chipset Family Datasheet, page 20: Support for DDR2 at 400 Mhz, 533 Mhz, and 667 Mhz
Others have already reported lower speed RAM working, and being run at the lower speed.
