Try removing all of the memory and then try just one stick at a time.

Have you tried booting the Tiger disc while holding the option key? You access the AHT from the boot panel, not the OS install part of the disc.

The install DVD you are using. Is this a Tiger retail disk, or is it the install DVD that come with the PowerMac? Alternatively, is it the install DVD that came with a different Mac?
If it's an install DVD bundled with a different Mac model, (espcially one released before your G5 model), then it may be incompatible with your model.

you have to hold down option while starting up to get to the open firmware menu where you can select apple hardware test...it shouldn't freeze before that unless theres some serious problems

A non-boxed disk? If it is a burned copy, and burned on a WinTel box ... then the disk is probably bad. Windoze will have skipped most of the metadata, and all of the resource forks, making the disk worthless.
If it is a proper Apple disk but from a different Mac model, it may omit files needed for the motherboard features of your G5. The retail disk includes all files for all Macs released up to the time the retail disk was finalized.
I'd try the DVD on another Mac that is known to be ok. If the other Mac has a DVD drive and won't boot from your disk, then you probably have a bum install disk.

If you are using a copy of Tiger not shipped with the machine, the hardware test will not be present. You need the discs that came with the machine. Maybe you can persuade your local Apple service centre to burn you a copy of the hardware test since they can download them from Apple.
As regards to RAM, it must be installed in matched pairs in a G5, so unless you have more than one pair, swapping them out won't help.
A bad disc is also possible. Check for scratches if its a retail and/or return it, bin it if its burned.

The picture unfortunately picks up after the failure has started. Still, it gives some clues. Looks like the failure starts in AppleMacRISC4PE.kext, which is a kernel extension. I don't know exactly what that extension does, but it appears to be a general enabler for different Mac motherboards. Further dependencies:
com.apple.iokit.IOPCIFamily
com.apple.driver.IOPlatformFunction
This makes it look like a peripheral In/Out problem, with a hint at the PCI bus. The G5 does have a plain PCI bus on the motherboard, which does not support any slots. It's an internal bus, used to drive the USB ports, Airport, Bluetooth, and the Boot ROM.
What type of USB keyboard/mouse are you using? Is there a USB hub involved, or any other USB devices plugged in? If you have an Airport or Bluetooth card installed, I'd pull them and try the install again.
It doesn't say anything about PCI-X or PCI-e, but still ... is there anything in the slots besides the graphics card? Is the graphics card the stock card? A card released after the install disk will sometimes trip up the boot process. It might be useful to install an older graphics card instead of the current one, and give it a try.

PCI-X is compatible with most PCI cards.
