Tiger 10.4.6 Restart problems on G4 400?

I used to run Panther 10.3 on g4 400 powermac and it ran fine, I updated to Tiger 10.4.6 however my machine won't restart, it goes gray and stays gray. The only way to get it to work in Mac OSX is by restarting with option key and starting in Mac OS 9.2, then going to starup disk and switching to HD with Mac OSX. When in OSX i can't restart back in OSX??? I was wondering if anyone had experience with this. I understand that processor at 400Mhz is super outdated, is that the issue? Any thoughts appreciated
