G4 MD cpu issue (maybe)

So after getting back from Coney Island yesterday I run into my neighbor throwing out a G4 Mirrored Door Powermac. I ask him what the issue is, his reply was that the cpu was dead and all that is required is a replacement. Now being hesitant to sink any money into something I don’t know anything about I tried powering it up and resetting the pram. Obviously neither worked. However the drives do power up. The power ring also is ignited. No tone however. I don't know if this is a good or bad sign. Is their anyway of telling whether or not it is just a cpu issue or a completely dead logic board. Ideally I would like to just buy a cpu upgrade and get this thing kicking.

I should add that all the components were still intact.
