iMac G3: Firewire HDD / Firewire CDROM

So i acquired a slot loading iMac. First problem I found was that the opitcal drive was dead.
Using a firewire enclosure I was able to boot the iMac from a hard drive with X.4 on it. I then switched the hard drive out and installed an old (but working) Apple OEM CDROM drive into the same enclosure with hopes of installing OS9 on the iMac.

The CD mounted, CD appeared in the "startup disk" pref panel but when it actually tried to boot from the CD it failed. In fact even with a Panther CD it failed.
So why can the iMac boot from a hard drive but not an Apple CDROM drive? The enclosure is the same, the CD drive works, and the install discs are retail. What am I missing?
