There have been a number of people out there with Mac Pro's trying to run Boot Camp on a 23" display. Unfortunately, the current version of Boot Camp fails with an ATI 1900 card and a 23" display, even with updated drivers in Windows.
To solve this problem, just unplug your display while the system loads. Plug the display back in once Windows or OS X loads, or after you hold down the Option key to select the OS. It will work correctly from that point forward until you reboot.
I'm amazed I can run Windows XP Pro on my Mac Pro. It's really, really fast - works perfectly now and has saved me the cost of another computer.

I tried this and it does not work for me. What are you unplugging? The power, DVI cable or both along with the firewire and USB? The thing I don't understand about your directions is you state that you can plug it back in after holding down the Option key on start-up but on the Option start-up screen you are not in XP yet and you can get there with the screen plugged in anyway.

I've refined my approach a little, and I've solved most of my problems.
Here's what I do. Before I leave whatever OS I'm currently using, I follow the Boot Camp instructions to change the OS that I want to boot the next time from either the Control Panel in Windows or System Preferences in OS X. I usually select the other OS and then I shut down the computer.
Then I unplug the monitor cable from the back of the Mac Pro, boot the system, wait about 3-4 minutes (long enough to make sure it booted) and plug the monitor cable back in. Alternatively, I could just pull the power supply plug to kill the monitor and plug that back in. Sometimes the first boot doesn't "take", so I have to press the power button for six seconds to kill the machine. Then I power it back up (without the monitor cable attached), wait for it to boot, then plug the cable back in.
I stopped using the "option" key to select the OS - just select the OS before you shut down the machine as described above.
I used this successfully last night to go between Windows and OS X about five times each.
