Dual G4 (1ghz) PowerMac startup troubles

I was trying to fix a friend's newly acquired used PowerMac, and for some reason, now the machine doesn't respond to much...
The problem started b/c they wanted to use OS 9.2.2 to run an old version of Quark they had. Despite my telling and showing them that Quark worked fine in Classic Mode in OS X (they have 10.1) they insisted on using 9.2.2.
That's when the trouble started, I set the startup disc to the OS 9 partition, and restarted. Since then, the computer has not started up. During the startup, the progress bar gets about 1/2 inch across, and then the entire system freezes.
When I boot off of CD, the CDs (os 9 install, os x install, and restore cds) load for at most 1 minute, and then everything freezes.
I've reset the pram, but that didn't help. I tried the hard drive in another iMac, and it starts up fine, I even did a format of the hard drive. When I put the drive back in the broken Mac, no luck, I still get the same troubles.
My next attempt was I pulled out the CMOS battery, left it out for 5 minutes, and put it back in. I also took out the extra cards (wireless card, and NIC). I started up, and now it doesn't even find the startup disc. I tried different IDE cables, no luck. Tried a different hard drive (new one), and no luck.
ETA: I can't boot up off the Apple Hardware Test CD, just like the OS/Restore CDs, it tries to startup for a minute and freezes. Also, if I try to do FW Target Disk mode from the PowerMac -> iBook, the PowerMac will sit there for half a minute, and then completely power off. I know the cable is fine, b/c I immediately tried it on a G5 Tower, and there were no problems using Target Disk mode from the G5 -> iBook.
Any ideas on how I can revive this machine?

Seems like you have done most of what I would have thought of. Have you tried reseating the RAM? I don't know if you were upgrading it or not, but it is worth a shot.

The fact that you can't boot off of CDs makes me believe that you have a hardware issue. Installing OS 9.x.x can't prevent it from booting off of CDs.

I did a bit more troubleshooting, at this point, I have actually swapped out every replaceable piece of hardware from a working G4 Power PC. This includes Hard drive, cables, CDROM, RAM, even the video card.
With the RAM, I have reseated, switched slots, even changed RAM in different slots than originally installed.
At this point, no luck.  I have no clue which piece of hardware it is, and all that hasn't been replaced are the motherboard, power supply (figure I dont need to, it is powering up), and the processor(s).

at this point, I'm waiting til first thing in the morning so I can schedule an appointment at the Genius Bar at a "local" Genius Bar.
