Are FB-DIMMS always going to remain expensive or will they fall as productions of these sticks ramps up?

It depends if productions will ever ramp up, as only Intel Xeons use this type of RAM.

Since they use the same DRAM chips as all the rest of the high-speed DDR2 memory on the market, production is already up for those. The price of the AMB and module assembly may fall as production ramps up, but I doubt it will be very dramatic in the near future.
