There really isn't much you can do to test if the computer was damaged. The fact that it restarted means that you did not fry the mobo, ram, etc. So don't sweat that. The most common problem will be an unhappy hard drive that didn't get to do a normal shut down. Do the Safe Mode, repair permissions dance if you have any worries.

I would get a battery backup that can get you through momentary power loss. And yes, just shutting off the computer will anger the hard drive gods. Glad you have a surge protector! Power loss is rarely a simple, clean cut off of electricity. It is usually accompanied by a spike, a brown out, static, off- cycle sine waves, etc. A good battery backup will have better filtering than a simple surge protector.

Definitely check your HD with Disk Utility - not only verify permissions, but verify the actual HD. It may have suffered directory problems and those should be fixed right away. The HD may also be fine. It's just a good idea to check.

Get a UPS. They are very inexpensive compared to frying your computer. Most have much better electrical conditioning than surge protectors. It sounds like your power is very reliable, so you don't need to spend a fortune on a system that will keep you running for hours.
