My video card preferences arent in the Utilities folder or System Preferences. I also searched for them, and they arent there. How can i view the preferences for my ATI Radeon card?

Video card preferences are generally stored specifically in that app, unless you have the ATI Displays panel installed. You can set certain things in the ATI Displays panel for certain cards.
