Mac Mini Ram Upgrade Prolem

First time posting here, I apologize if this has been addressed before, I could not find it.

I have a intel mac mini 166 Ghz and just upgraded the ram with 2 crucial 1 gig sticks. When I turn on the machine, the power light flashes (not fast like the firmware update). The computer does not start up.

When I replace the new ram with the old ram the mac starts right up and runs normall.

Anyone know a fix for this. I guess the ram could be defective but I figured I check out other solutions before returning it.

The RAM is defective.
