My mini either runs at 1980 on my TV, or at 1280 via VNC on a remote PC.

How can I set up a shortcut to easily toggle between these?

system preferences > Display tab > choose 'show displays in menu bar.' Now you should have a small monitor. If you click it, you should get a drop-down list of resolutions. I don't know if both your resolutions will be there.
