As the title asks, and what I mean by it, if I don't order 2 more HDDs, are the other two fully working trays that I can populate with a cheaper priced HDD, or are they just dummy trays like the G5 XServe had?

i think they're dummy trays (almost positive). I have an xserve and I'm pretty sure I populated all 3 drives at order time b/c you cannot do so without a tray from apple.
