I saw new mini has vga/dvi converter. Is this a true all in one connection for all minis?

The mini has one DVI-I interface. That means you can either connect a DVI display directly or a VGA display with a $2 DVI->VGA adapter.

BTW, the mini's DVI isn't DDL so your max resolution will be 1920x1200 (the resolution of the 23" ACD).

There's also the "Apple DVI to Video Adapter" for $19 that will allow you to connect the mini's DVI to a TV through S-video or composite.
