I think it's because you need a card that supports Core Image. The 9800 and I believe the 9600 does.

Doesn't support... whatever it was that the 9500 and up added for DX9 and OGL2... which are required for Core Image/Video. Programmable shaders?

Correct, it's a shortcoming of your hardware, so you need to buy new hardware.

Radeon 9000 pro was a very dated card when it was first offered in the MDD, and is now three generations old. Radeon 9600/9700/9800/X800 are all EOL now.

Ain't ATI still selling the R9600 and X800 XT cards?
A Mac computer with a 1.25GHz or faster PowerPC G4, PowerPC G5, Intel Core Duo, Intel Core 2 Duo, or Intel Xeon processor
An AGP or PCI Express graphics card compatible with Quartz Extreme
I thought Radeon 9000 Pro support Quartz Extreme.

ATI radeon 9600/9800/X800 are End of Life, once what is left in retail channels is sold that is it no more to be manufactured.

As the other guy said, they're end-of-lifed. ATI isn't even making them anymore. You might find one in some retail store if your lucky, but mostly you'll find them used.

which monitor is attached to your Power Mac?, just to know if you would still need to use the ADC port… if so the typical lack of choice when it comes to graphic cards is even worse cause your best bet would bet to find an used OEM Mac Radeon 9700… and those are expensive -if you ever find one-. If you have a DVI display then you would look for an ATI 9800, that would be the best graphic card your MDD Power Mac can run, needless to say those old cards are still expensive… Then there is the ATI Radeon 9600 PC & Mac Edition, which is more affordable than then 9800 but not that powerful, it is mostly a card suited to run the 30 inches Apple Display with a Power Mac G4 like the one you have.
I had asked about advice some time ago regarding Core Video support while keeping my Apple Display which is an ADC model, my Mac is also a MDD Power Mac like yours, only single CPU model… take a look:

To visualize how expensive GPUs aimed to Mac are… and that's one reputable site !!
