Getting Intel MacMini to stay in deep sleep mode

Since upgrading to Leopard this issue has got even worse. My Intel Minimac used to randomly wake from sleep (after I had out it to sleep) mode, and sometimes would go back to sleep and not wake up again, or would continue to wake up constantly as soon as it fell asleep, this could sometimes be remedied by unplugging USB devices (of which I have quite a few) or by quitting certain process in the Mac OS neither (or both) of which were guaranteed to work. Since installing Leopard, my machine doesn't constantly wake up as such, but the first time the mac wakes from sleep (usually around 20 mins after 1st being put to sleep) it will go into a "light" sleep, by this I mean that the display doesn't get turned off, but is active, but black, and, more annoyingly, even though "put disk to sleep@ is checked, after the initial random wake-up, the HD never sleeps and stays active/noisy. This might seem like a small issue to some/most mac users, but being a light sleeper, it's really irritating.
If I unplug all USB devices (more annoying than shutting down the Mac) and quit any suspect processes, the same thing, usually happens. Anyone got any ideas?

What USB devices do you have plugged in? Do you use a bluetooth/wireless keyboard and mouse?

The usb devices I have plugged in are...
A Microsoft Keyboard & Mouse (RF wireless, but the receiver is plugged into the powered USB hub), a 2.5" HD, and AIO Printer, all on a switchable USB Hub. Although If I disconnect these devices I usually still have the same issues. I also have a USB TV Tuner & iPod plugged directly into the MacMini (which I unplug usually with no positive effect either).
I will reset the SMC and see if this has a positive effect.
P.S Am I correct in assuming that only PowerPC macs have a PMU?

The PowerPC Macs have a PMU and the Intel Macs have the equivalent, an SMC.
