hello
I have some random pc web camera called a 100a PC Camera that won't work with my G4 with OSX10.3
does anybody know if a mac mini running windows xp will work with the camera?

If the camera works on Windows, then it'll work if an Intel Mac mini is booted into Windows. Just install any drivers you need.
However, check out macam. It may do the trick, depending on how you plan to use it.

I tried maccam, didn't work
only one thing - does the mac mini have a microphone jack?
