Mac Pro won't boot up

I have a Mac Pro that was a referbish from Apple and is over a year old. I can't get it to boot up. When you press the power button the fans turn on and you hear the chime. You can then hear all the normal sounds like it's booting up, but nothing on the screen. I've checked the monitor and it's working fine. Could I have a bad graphics card? I'm praying it's not the logic board

Could be the video card. Have you tried booting the machine from another source, like your install DVD to make sure it's not a software problem?
Another thing to try is to boot it into FW Target Disk mode. This bypasses most of the motherboard functions, and if it works, you should have a big yellow Firewire logo that moves form place to place occasionally on a dark blue background. This might help isolate the problem to the video card.

Just tried to boot from firewire, the install CD and nothing works. 
It sounds like it's working, I just can't see anything. I can open the cd rom drives. I can even print from another computer to a printer that is connected to it.

Well, that's a pretty good sign that the OS is functional. Can you log into it via SSH or file-sharing, or do you have any of those services turned on? If you could get to it via ARD, you could check the system profiler to see if it showed you having a video card, but again I'm not sure what that'd prove, and you would have had to enabled the service in sharing previously.
It does sound like a video card rather than the motherboard to me. You could probably get it diagnosed by a local repair shop, and get a new video card for 2-300.00.
