Yes, you can buy an Apple remote afterwards. Any Apple remote will work with your Mac. You can pair the devices. If you buy your Mac mini from Apple you can add the remote (CTO) for $19. Otherwise you can buy the remote as a regular accessory from Apple for $19.

They removed it to save costs. Also, many Mac users already have one or several remotes around.
