I have a 400MHz G4 tower with an AGP Radeon (32MB) video card. I also tried the Rage Pro video card. In both cases, even when a VGA monitor is connected, the computer boots defaulted to the ADC port (where nothing is connected.)
Comes up as a blank screen, of course. I can have the computer go to sleep, then wake it, and it'll come up on the VGA screen. Rebooting keeps it on the VGA screen. However, if I shut the computer down, it'll come up on the ADC port all over again.

Is there an adapter plugged into the DVI port? ADC came out well after those cards were designed.
In the Monitors/Displays control panel, check if the Arrangement tab is available, indicating the computer is seeing multiple monitors. If so, you could work around it by turning on display mirroring.
On the other hand, a PRAM reset might solve all problems.

I tried PRAM reset and checking the Monitors control panel, but it didn't indicate it had a second monitor attached.
It's really weird. I might try putting a new battery in.

An interesting issue with my Quicksilver at work is that it won't power on with the DVI > VGA converter connected to the DVI port. If you feel like jumping around, try powering your machine on, then connecting the monitor to see what it does.

At this point, I'd vote for an OS or OS preference corruption. Try booting from the Install CD, see if everything comes up normally.

I don't remember if it booted correctly from the CD. I'll see what happens. It's a fresh install of OS 9, though.
