For some reason when I it the main power button on my G4 the fan starts up and a red light turns on on the logic board but the system does not chime and the hard drive do not power up... any ideas what is going on?

Sounds like you need to hit the PMU reset button, something I had to do with my G4 after a power outage.
Sorry about the smallish image, but you can see the PMU reset at the bottom left of this picture.

You might also want to pick up a new PRAM battery, picture in the bottom right of previous jpeg.
It's a 3.6 volt 1/2 AA battery. You can get it just about everywhere that sells a variety of batteries.

When resetting the PMU after a power outage or something similar, I never experienced the fans starting up on boot (before pressing the PMU button as a fix). It just did nothing.
