On my 17 Incher, its making a noise .....

Rumm ... Rummm .... Rummmm ...

What is that ..... ? The HD or Fan. I was Transcoding some video, and it made the noise the whole time.

IS THAT BAD ?

I'm inclined to believe you were hearing your PowerBook's fans.

It seems to be the fan. It varies it's speed during a cooldown, others have reported it seems to cool quicker that way, compared to older powerbooks.

The 17" PB's fan doesn't make a constant hum, it tends to vary in pitch as it wirs at constantly varying speeds. In the manual it states that this is "feature" to allow the fan to continually adjust it's speed to how much it's needed rather than just running on "high" all the time, and supposedly helps battery life. So it's normal, nothing's wrong with your machine.
