A formatted DVD only gets that much -- it's normal.

This is normal. A DVD-R labeled 4.7GB will in fact hold only 4.3GB. The difference comes from how Megabytes and Gigabytes are calculated (1MB=1000KB, or 1MB=1024GB).

BTW, 1 Megabyte = 1000*1000 Bytes, 1 Mibibyte = 1024*1024 Bytes.

See Hanul's message. It has nothing to do with "formatting", it's just an accepted method of false advertising. Same for hard drives. You don't lose *gigabytes* to filesystem overhead.
