Is paint chipping covered under Apple's one year warranty?

Hopefully, someone here can answer my question. I remember reading somewhere in this forum that a few members sent in their powerbooks with paint problems to Apple for repair. Apple had those parts replaced with the newer, more scratch resistant rev. D parts.
Unfortuneately my poor TiBook 800 has been experiencing these paint problems. There's chipped paint along the edges of the white bezel and bubbling has occured around the front latch button. My one year warranty expires at the end of May so I called Apple to see if I can get my PowerBook repaired. Brian, the Apple tech I spoke to on the phone told me that Apple doesn't repair any problems regarding chipped paint on the PowerBooks. I then asked him about the differences in paint between my model and the newer 1Ghz. He went on to say that there isn't a difference in paint between the Rev. C & Rev. D powerbooks.
Is all of this true or is he just pulling my chain? Is there anyway I can prove to this guy that Apple has repaired chipped paint powerbooks in the past for users still under warranty? I would like to get this paint problem fixed but I don't want to pay the $700 dollars he quoted me for the repair.

I've heard of TiBook owners in the past, even w/ newer revisions, getting their paint chipping problems fixed through AppleCare warrenties. I would definitely call back and get ahold of someone willing to take a look at your machine for repairs.

The Apple tech you spoke to is wrong.
I just had my paint problems repaired under warranty. (Rev C 667 DVI) Took it to the Apple Store in Cherry Creek (Denver) and there were absolutely no questions. They sent it in and I received it back via Airborne in three business days.
Looks brand new. The entire upper half of the base, including trackpad and the lighter colored frame (which is where the paint was bubbling) was replaced.

Yep, that's exactly what should happen to all TiBook owners having paint chipping problems.  Let us know how it turns out!

What iDaver said. My 667DVI had the frame and lower case replaced, including the bottom (it came back with the new, taller feet). I think I had it back in three days as well.
