Yes and yes. You can run the external monitor up to at least 1920 x 1080 if your hardware (the monitor, that is) supports it. The refresh rate at those levels is unlikely to be spectacular for CRT's, though.
You can use an external monitor as an extension of your current desktop without a problem. The 12" comes with all the necessary cables out of the box to connect to any VGA monitor. I have my 17" CRT set up so it's above my 12" PB LCD, giving me enormous vertical space to work with...
