I tried connecting my 12" powerbook to a tv via an svhs to scart cable.I get black and white and no sound.I believe this might be the cable as it's old and also happened with a pc I tried years ago.

So before I buy a new cable , any suggestions ? I need a scart connection at the end for my tv.Does scart transfer audio also ? Thanks in advance.

S-VHS doesn't transfer audio. You still need to use RCA connectors for that.

Check the settings for the display and make sure it's not outputting in PAL (or that it is, if you have a PAL TV) That's usually the cause of black-and-white video.
