I think I have hardware related problems. I switched OSes to 10.2.6 to 10.3 and my computer still has a major slowdown and basically freezes. When the computer is doing nothing, you can still hear it processing in the hardware.

Unfortunately, I don't have my Hardware CD that my Powerbook came with. Any suggestions?

The only way to fix those slowdowns is by tilting the laptop literally by like putting it upside down or something.

I'll be completely honest with you: installing un-released software on your machine is completely riskful and *can* cause unwanted side effects. The latest OFFICIAL release of OS X is 10.2.6, and anything after that should be considered possibly dangerous to your machine...I'd downgrade as soon as possible.

A suggestion? Hmm. Don't use software you don't have legal access to, and that hasn't been released to the public yet...

I guess I did a bad job of stating in my first post, I still had major slowdown in 10.2.6. By upgrading to 10.3, I thought it might have helped but it didn't.

Hmm, by the sounds of it, you may wanna seriously consider re-installed OS X fresh again.
