Never used FCP3, but 4 runs pretty nice on my Ti. Plenty of realtime effects, the actual interface is as smooth as everything else (read, silky)... rendering can be a bit tiresome for large/complex renders, but nothing horrible. I usually just let my final render run before I go to bed or something.
I admit, it would be REAL nice to have dual processors, let one chug away on a render in the background while you use the other for "work"... but it's really not bad at all.
If you're a total speed freak, I'd say get a Dual 2Ghz G5 (or a Dual G4 1.42Ghz, anything dual really) just so you can offload the rendering to a separate CPU.
