Is a battery for an ibook 700 12.1" the same as a 14" 900?
What about the new G4 12" and 14" ibooks?
I'm hoping to reuse an extra battery... and considering a new machine.

No, the 12" and 14" have different battery sizes. You can reuse an extra battery as long as they came from the same size model.
