Hi guys, I wonder if a 256 MB PC100 memory chip from my old TiPB G4 400 may be used in a G3 700 iBook?

No. You need PC133 RAM, not PC100.

The G3 700 has a 100 MHz system bus

I had seen somewhere once that it would work. I have no proof and there is always the possibility that I am thinking about something else.

The iBook G3 works with PC100 or PC133 or PC100/133 SD-SODIMM memory.
