How do you change the system-menu fonts and make them smaller?

On my Bondiblue iMac OS 9 is usable at 800x600 because the system fonts are small yet readable. When I installed OS X, the menu fonts were enormous and I had to switch 1024x768 which has a lower refresh rate which is annoying to stare at.

I tried TinkerTool but it didn't work even after a reboot. Any ideas?
