Can I get a ethernet card for my powerbook 190?

Am I correct in assuming that the PB 190 has a PMCIA slot? If so, you can get a whole variety of wireless PC-cards. What OS are you running? The main thing you'll want to check is whether the card has drivers for the OS you're running.

I'm using a Cisco Aironet 350 wireless card. It has OS 9 and Jaguar drivers, and the wireless range is excellent.

According to the specs listed at Low End Mac, the 190 has two PC card slots, so you should be able to get some Ethernet cards. Be sure to find one with compatible drivers for MacOS 8.1, which is the last version that runs natively on this machine. You can even get a Wireless LAN card (see Clubmac's site) with drivers for MacOS 7.5.5 and up
