I want to know if it is possible to use a PC2700 SO DIMM (taken from a Rev C 15") in a Rev B 12" PowerBook. I know this PowerBook uses PC2100 memory but i thought it might use the higher speed ram at a lower rat or something like that.

Thanks in advance dor the feedback.

yeah should be ok. PC2700 is just the max speed is it rated to run (stable) at. It will also run slower or faster (if you are daring, but I don't know of any way to over-clock the memory buss speed in powerbooks).
