Getting a BTO powerbook to/from shop floor

Hi there lads.
My brother (from Britain) is out in San Diego, California. Is there any way he can get a 15" PowerBook w/ 1x 512MB ram, 5400rpm hdd and 128mb graphics card from Apple while he's out there?
Apparently he has been and asked in the stores but they've been less than helpful in that department, they don't want to order a custom built one in, and they dont want to customise it there and then. He can't get it from the online store because it would require CC validation and he hasn't been out there that long so can't really get any proof of address.
It sounds strange that they'll only make BTO laptops via the internet store.
What would you recommend? Are there any stores in that area that might be more helpful?

Unfortunately, the "shop floor" is in Shanghai.
The savings aren't going to be worth the hassle, I think. Either have your brother pick up a stock model, or order it yourself from the UK Online Store.

BTOs take around 3 weeks to turn up, so i hope he's got plenty of time to wait for one.
As for ordering one, i can't believe the apple store wont order one for him? get him to moan to the manager or getting searching on the interweb and find a local independent reseller - i'm sure they would order him one.

He's spoken to the manager already, apparently that "Isn't the way Apple does business".

When I bought my BTO Tibook a year ago they walked me over to the computer and just told me that is the only way to do it. I was ordering education discount at the time too but either way you buy whats in the store or order online.

I ordered a BTO in an Apple Store, with someone helping me. They didn't give me a hard time or point to a computer and say 'that's the only way'. They asked me what I wanted, I listed the extra options I wanted, they made me an offer and I ordered. Simple as that. Strange ...
