I'm trying to run some tests on my powerbook and was wondering if there was an application of some sort that would allow me to cut the effectiveness of my processor according to a percentage. I know that the 'reduced' setting cuts it to half, but is there a program that will let me have more control over how pronounced the reduction is in power?

No. The processor either runs at full speed or half speed on the most recent machines. There's no inbetween. The only way would be to change the PLL settings on the processor, but that requires finding and resoldering tiny resistors. I wouldn't recommend it.
