Can I take a CPU (300 MHz) from a Wallstreet Series II, and put it in a WallStreet Series I (233 cacheless)?

I seriously doubt it, but I can't say I've ever tried.

Yes, you can. I've done it myself and it worked like a charm. Just be careful of ESD while changing them out.

Edit: and make sure to change over the heat shield from the 300MHz machine, if you can. It's a bit "beefier" and will work better at dissipating any extra heat.
