I am not sure but i have been hearing that the ati 32mb video card that came with my ibook is not capable of performing with Mac os x tiger. Is this really true will i be forced to get a new ibook if they do upgrades to them or if not step up to a powerbook?

I would really like to have a little more info on the requirements of Tiger and what is needed because supposedly Nvidia chipset can perform perfectly on the upcoming os x release.

Well how much of a difference is there between this card and that of the card that is in the powerbook?

Is the difference visible to the human eye?

All the powerbook cards are more powerful and have 64mb of video ram which will make a noticeable difference in games and apps like imovie, photoshop, final cut pro, etc. You shouldn't notice any difference in the finder, mail, itunes, safari and the like though.
Tiger should make your ibook seem faster, so there's no need to upgrade unless you want too.
