Is it possible / worth the effort?

I just got a used 12" PB for my gf and the only problem is that the Apple logo on the back of the LCD has a slight blemish (almost as if part of it isn't "stuck" all the way on.. like theres an air bubble).

Im sure its not covered by warranty (or is it?)

Is there a replacement part that can be purchased?

In my opinion, it isn't worth the effort to mess with. I changed the color of the logo on my iBook a few years ago and wound up regretting it. First of all, I stripped two of the four screws (was VERY easy to do) and you can't find replacements anywhere. Then, I wound up having problems with the screen's backlight and had to send it in for warranty repair. So I had to go back and UNDO the modification and pray that nobody noticed I'd been in there (oh, and cook up a story as to why two of the screws were missing). Long story short--don't mess with it.

1) It's not a sticker. It's a piece of plastic embedded in the metal, so what you see is probably a scratch or indentation in the plastic, not something you can really fix.

2) Are you really looking at the back of the machine that much that it bothers you?

I would say not worth the effort. If it bothers you that much, apply an Apple sticker or something else over it (like they do on all the movies and TV shows so that they are not advertising for Apple even though we know and point out that those are Powerbooks).
