I purchased a pismo powerbook from Govmt surplus that has OS X on it but is password protected is there anyway around this or will I have to reinstall the OS

Assuming the Open Firmware password hasn't been applied and that you have installer disks for OSX, boot the computer from the Installer disk. Once it reaches the end of the boot sequence (where you'll be asked the language you want to use, IIRC), go to the "Installer" menu and one of the options in that menu is to change the admin password.
