you need a tv tuner. you obviously cannot use an internal one so you are limited to an external one. there are a few options, I have the eyeTV, you can read about it at elgato.com

Here's a couple of external USB and Firewire tuners from macmall:

EyeTV

Formac

I believe that with the Formac, you can use iMovie to do the recording, and then burn the shows to DVD with iDVD (providing you have a superdrive in your iBook).

The EyeTV is USB 2.0, so is (I think) incompatable with iMovie.

I wonder how quick the conversion takes place. Would be a nice way to play video games using the screen.

You mean the conversion from the analogue to the digital? It happens in realtime, no wait required.

I remember the old school ones and it was a bit laggy. Then again, that was dealing with slower hardware all around, so what do I know. Thanks!
