I bought my 12" PB (1.33ghz) on the 15th. If they come out with a speed bumped version, can I go in and swap it for the faster version if I'm within the 2 week return period? If so, will I be charged a restocking fee?

If I'm out of luck, it's not really a big deal. I'm perfectly happy with my 1.33ghz and I doubt the 1.5ghz would be that much of a difference (it would be bumped to 1.5 right?).

I think as long as you're in the 10-day window (and it's unopened) you won't be charged a restocking fee. But this isn't an upgrade deal--just the normal return policy.

Should Apple reduce its price on any shipped product within 10 calendar days of shipment, you may contact Apple Sales Support at 1-800-676-2775 to request a refund or credit of the difference between the price you were charged and the current selling price._ To receive the refund or credit you must contact Apple within 14 business days of shipment.
So you can:
A) Get the difference back
B) Return the computer, pay the stock fee (10%, no returns on BTO machines), and buy the new model.

Usually Apple will drop the prices of the old models right away, so you'll get something for it. Other retailers might give you extra time for price protection, some like up to 30 days.

Check your CC for price protection. It might be better than Apple's policy.
